Nina Obuljen Koržinek, ministrica kulture i medija poslala je dopis gradonačelniku Ivici Puljku i ravnateljici Muzeja grada Splita Vesni Bulić Baketin oko problema s Podrumima i statusa umjetnika. Podsjetimo, svi bi oni do kraja godine trebali napustiti svoje štandove u Podrumima, a nitko im ne odgovara na upit - kamo će nakon toga. Zbog toga su danas i prosvjedovali uoči sjednice Gradskog vijeća.

- Ponovno potaknuti upitima vezanima uz uređenje Dioklecijanovih podruma, podsjećamo da je u mandatu sadašnje Vlade Ministarstvo kulture i medija pokrenulo inicijativu da se nakon više od stotinu godina riješi pitanje vlasništva i uknjižbe Dioklecijanovih podruma. Nakon što je izmijenjen Zakon o zaštiti i očuvanju kulturnih dobara i omogućen upis vlasništva Republike Hrvatske, Vlada je Dioklecijanove podrume dala na upravljanje Gradu Splitu koji ih je predao na upravljanje Muzeju grada Splita. Time smo stvorili preduvjete za sustavno upravljanje, ali i pripremu dokumentacije i pristupanje cjelovitoj obnovi Dioklecijanovih podruma, na što se čekalo desetljećima.

Nadalje, prema Planu upravljanja i Studiji procjene rizika utvrđeno je kako je potrebno uložiti u sigurnost i sanaciju podruma. Grad Split će, s Muzejom i u konzultacijama s Konzervatorskim odjelom, donijeti odluke vezano uz prolazak kroz Podrume (kako i gdje će se prolaziti), gdje će se postaviti štandovi, tko će time upravljati, naplaćivati ulaznice i tako dalje. Sva ta pitanja su u nadležnosti gradske uprave, a Ministarstvo kulture i medija gradskoj će upravi rado pružiti bilo koji oblik stručne pomoći ili savjeta.

Jedan od najvrjednijih lokaliteta

Podrumi Dioklecijanove palače jedan su od najvrjednijih lokaliteta svjetske kulturne baštine za kojeg su Vlada i Ministarstvo ostvarili temeljne preduvjete za održivo upravljanje, a to je bilo rješenje njihovog pravnog statusa. Stoga očekujemo da se lokalitetom upravlja vodeći računa o njegovoj vrijednosti, sigurnosti, odnosno procjeni rizika.

Što se tiče pitanja o procjeni rizika, naš je stav da se Konzervatorski odjel u Splitu nepotrebno referirao na rezultate Studije procjene rizika, a što nije u nadležnostima definiranima Zakonom o zaštiti i očuvanju kulturnih dobara. Stoga upućujemo Grad Split da se za pitanja procjene rizika koji se odnose na sigurnost građana vode zaključcima studija koje izrađuju, za takve procjene, nadležne osobe.

Ujedno, pozivamo splitsku gradsku upravu da s posebnom pažnjom pristupi rješavanju pitanja samostalnih umjetnika, članova Hrvatske udruge likovnih umjetnika Split, i u slučaju da donese odluku o njihovom premještanju zbog sanacije podruma, da pronađe odgovarajuće rješenje, uključujući smještaj, kako obnova vrhunskog kulturnog dobra ne bi ugrozila djelovanje splitskih umjetnika".

Nina Obuljen Koržinek, ministrica kulture i medija poslala je dopis gradonačelniku Ivici Puljku i ravnateljici Muzeja grada Splita Vesni Bulić Baketin oko problema s Podrumima i statusa umjetnika. Podsjetimo, svi bi oni do kraja godine trebali napustiti svoje štandove u Podrumima, a nitko im ne odgovara na upit - kamo će nakon toga. Zbog toga su danas i prosvjedovali uoči sjednice Gradskog vijeća.

- Ponovno potaknuti upitima vezanima uz uređenje Dioklecijanovih podruma, podsjećamo da je u mandatu sadašnje Vlade Ministarstvo kulture i medija pokrenulo inicijativu da se nakon više od stotinu godina riješi pitanje vlasništva i uknjižbe Dioklecijanovih podruma. Nakon što je izmijenjen Zakon o zaštiti i očuvanju kulturnih dobara i omogućen upis vlasništva Republike Hrvatske, Vlada je Dioklecijanove podrume dala na upravljanje Gradu Splitu koji ih je predao na upravljanje Muzeju grada Splita. Time smo stvorili preduvjete za sustavno upravljanje, ali i pripremu dokumentacije i pristupanje cjelovitoj obnovi Dioklecijanovih podruma, na što se čekalo desetljećima.

Nadalje, prema Planu upravljanja i Studiji procjene rizika utvrđeno je kako je potrebno uložiti u sigurnost i sanaciju podruma. Grad Split će, s Muzejom i u konzultacijama s Konzervatorskim odjelom, donijeti odluke vezano uz prolazak kroz Podrume (kako i gdje će se prolaziti), gdje će se postaviti štandovi, tko će time upravljati, naplaćivati ulaznice i tako dalje. Sva ta pitanja su u nadležnosti gradske uprave, a Ministarstvo kulture i medija gradskoj će upravi rado pružiti bilo koji oblik stručne pomoći ili savjeta.

Jedan od najvrjednijih lokaliteta

Podrumi Dioklecijanove palače jedan su od najvrjednijih lokaliteta svjetske kulturne baštine za kojeg su Vlada i Ministarstvo ostvarili temeljne preduvjete za održivo upravljanje, a to je bilo rješenje njihovog pravnog statusa. Stoga očekujemo da se lokalitetom upravlja vodeći računa o njegovoj vrijednosti, sigurnosti, odnosno procjeni rizika.

Što se tiče pitanja o procjeni rizika, naš je stav da se Konzervatorski odjel u Splitu nepotrebno referirao na rezultate Studije procjene rizika, a što nije u nadležnostima definiranima Zakonom o zaštiti i očuvanju kulturnih dobara. Stoga upućujemo Grad Split da se za pitanja procjene rizika koji se odnose na sigurnost građana vode zaključcima studija koje izrađuju, za takve procjene, nadležne osobe.

Ujedno, pozivamo splitsku gradsku upravu da s posebnom pažnjom pristupi rješavanju pitanja samostalnih umjetnika, članova Hrvatske udruge likovnih umjetnika Split, i u slučaju da donese odluku o njihovom premještanju zbog sanacije podruma, da pronađe odgovarajuće rješenje, uključujući smještaj, kako obnova vrhunskog kulturnog dobra ne bi ugrozila djelovanje splitskih umjetnika".
